Now I've made a frickin billion other sites... and this is the only one I actually ATTEMPT to bring back 8D But ya know it kinda got ruined a while ago casue I changed the layout and I couldn't get it back so MY original layout got wrecked and all the links got emssed up or somethin... so I restarted. =3

Well, I'd say to make a good layout first. XD Add some color, etc. And then I'd finish the sitely section, since it's the easiest... and then start concentrating on the major points you want on your site? XD;
